On 1 August 2025, Justice Connect provided a submission to Treasury on proposed giving fund reforms.
Our submission focuses on the Government’s objective of increasing philanthropic giving and examines the structural barriers that limit the flow of funding to charities. In particular, we highlight the role of tax, regulatory and administrative settings in shaping access to philanthropic support.
We centre our submission on the Deductible Gift Recipient (DGR) system, identifying it as a key barrier to equitable funding. We call for comprehensive reform to address the system’s complexity, inconsistency and outdated categories, which currently exclude many organisations from accessing tax-deductible donations. Reforming the DGR system is critical to unlocking more philanthropic funding and strengthening the capacity and impact of Australia’s not-for-profit sector.
